BACKGROUND

Zero-emission vehicles, including plug-in vehicles, are rapidly gaining popularity among California vehicle owners. The use of alternative vehicle fuel technology provides a state-wide environmental and air quality benefit through the reduction of local pollution. In October 2015, Governor Brown signed Assembly Bill (AB) 1236 adding California Government Code Section 65850.07, which established statewide standards to promote and encourage the timely and cost-effective installation of electric vehicle charging stations for residential and non-residential uses.

Assembly Bill 1236 requires jurisdictions with a population less than 200,000 residents to establish procedures and adopt an ordinance for expedited, streamlined processes for permitting electrical vehicle charging stations. AB 1236 requires that cities administratively approve applications for the installation of electric vehicle charging stations unless they make findings of specific, adverse impacts on public health and safety.

 

ISSUES/ANALYSIS

The City of Chino requires a building permit and an electrical permit for the installation of an electric vehicle charging station. The proposed ordinance establishes processing requirements to expedite the electric vehicle charging station approval. The expedited process will require staff to prioritize the plan check and inspections for electrical charging stations.

 

Currently, most electric vehicle charging station applications are reviewed over the counter and an approval or denial is provided the same day. To assist in expediting the plan check process, a checklist was created and will be available online for the applicant. All required inspections for the new electric vehicle charging station will be performed the next business day after the inspection has been requested.
