BACKGROUND

The State of California awards annual Used Oil Payment Program (OPP) funds to cities and counties for used oil filter recycling activities using a per capita formula.  Award amounts fluctuate from year-to-year based upon population change and available funds.

 

ISSUES/ANALYSIS

The State Department of Resources, Recycling and Recovery (CalRecycle) has made funds available to cities and counties since the early 1990’s for support and promotion of used oil and household hazardous waste programs.  These funds are used to supplement costs for the City’s direct staffing expenses associated with operating the City's Household Hazardous Waste Collection Facility; inspection of certified oil collection centers, public outreach, education, and materials to promote used oil recycling.

 

The City received these funds in Fiscal Year 2016-17 and the budget must be adjusted to reflect the year the funds were received.  Therefore, the accepted funds will be made retro-active to Fiscal Year 2016-17.  Staff is recommending an appropriation of $23,431 from the unappropriated reserves of the Sanitation Fund.
