BACKGROUND

The State Budget Act of 2010 has provided funds from the Local Safety and Protection Account (LSPA) in the State Transportation Fund to be available for purposes of the Citizens' Option for Public Safety (COPS) Grant.  The COPS Grant funds are collected in accordance with the proportionate share of the State's total population that resides in each county and city.  Each city is guaranteed a minimum of $100,000 by Government Code Section 30061 and any additional amounts are contingent on vehicle license fee collections.  The City of Chino was allocated the original amount of $132,343 for 2017.

The City of Chino has received an additional allocation, known as a growth payment of $52,205.81 above the original allocation due to additional LSPA and vehicle license fees collected.  The Chino Police Department is requesting continued funding of this program.  Acceptance of these additional funds will continue funding the non-sworn position of Police Facilities Coordinator along with the purchase of upgraded equipment and new technology.

A provision of the program allows monies to be directed toward funding costs related to salaries and expense for non-sworn personnel dedicated to supporting frontline police operations, along with expenditures dedicated to upgrading equipment, purchasing new technology for sworn personnel, and upgrading police vehicles.  Since 2001, the City Council has approved the continued funding of non-sworn personnel, equipment and training.

 

ISSUES/ANALYSIS

The Chino Police Department is requesting continued funding of this program.  Acceptance of these additional funds will continue funding the non-sworn position of Police Facilities Coordinator along with the purchase of upgraded equipment and new technology.
