BACKGROUND

On April 28, 2017, the Road Repair and Accountability Act of 2017 (SB1) was signed into law by the Governor.  The purpose of SB1 is to utilize additional tax dollars to fund basic maintenance, rehabilitation, and critical safety needs on local street/road infrastructure.

Beginning November 1, 2017, the State Controller will deposit various portions of this new funding into the newly created RMRA.  A percentage of this new RMRA funding will be apportioned by formula to eligible cities and counties pursuant to Streets and Highway Code (SHC) Section 2032(h).

 

ISSUES/ANALYSIS

Prior to receiving an apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the State Controller in a fiscal year, a city or county must submit to the California Transportation Commission a list of projects proposed to be funded with these funds pursuant to an adopted city or county budget.  In addition, the list of projects must be approved by the City Council via resolution. City staff recommends that the City Council adopt Resolution No. 2017-054, allocating the RMRA funds for Fiscal Year 2017-2018 to the El Prado Road Reconstruction Project (ID No. ST 181).
