BACKGROUND

The Fiscal Year 2018-19 Building Management Fund budget provides funding for the Citywide Roof Replacement project (IB807 & IB817). The project scope of work includes the replacement of roofing systems for the Public Works Services Center Administration building, Villa Park Restroom/Concession building, and Ayala Park Restroom/Concession building. 

The Public Works Services Center Administration building’s existing roof system is an asphalt built up roof, which is approximately 36 years old.  Over the past several years, there has been an increase in roof leaks and an inspection by the City’s roofing consultant determined the roof is in a state of failure, and needs to be replaced.  In addition, staff had the roofing material inspected for asbestos by a certified environmental consultant and the test results determined there is asbestos in the roofing mastic material. 

The scope of work for the Public Works Services Center Administration building’s asphalt roofing system includes a complete tear-off of the existing roofing material, including the asbestos abatement of the roofing mastic, replacement of any damaged roofing substrate material, and the installation of a new asphalt built-up roofing system.  The new roof system will exceed the current Title-24 Building Code requirements and will have a 30-year unlimited warranty period, including all material and labor costs.

The roofing systems for both Ayala and Villa Park Restroom/Concession buildings have tile roof systems, and each of the buildings are over 25 years old.  A maintenance inspection of these roofing systems confirmed the roofing systems for both buildings are in a state of failure and should be replaced.  In addition, an asbestos test was conducted on the existing roofing systems, and the test results determined there is asbestos in the roof underlayment material for Ayala Park.  No asbestos was detected in the roofing material for Villa Park.

The proposed project scope of work for Ayala and Villa Park Restroom/Concession buildings will consist of a complete tear-off of the existing roof systems, asbestos abatement on the underlayment material for Ayala Park, replacement of any damaged roofing substrate material, replacement of any damaged fascia boards, and installation of a new tile roof system.  The new tile roof will also exceed the current Title-24 Building Code requirements and will have a 20-year warranty period for the material.

To obtain the best pricing for the project, staff elected to separate the project into two components.  The first component of the project will consist of bidding the cost to demolish and replace the existing roof systems.  The second component will consist of purchasing the roofing materials directly from the roofing manufacturer eliminating any contractor mark-up costs, and thereby, reducing the overall project costs.  The roofing material is being purchased from The Garland Company, Inc., through a cooperative agreement, U.S. Communities, Contract No. 14-5903.  The City Attorney's Office has previously reviewed all documents relevant to the U.S. Communities bid solicitation for The Garland Company, Inc., and have found the documents to be in order.

 

ISSUES/ANALYSIS

Staff prepared plans and specifications for the project and a Notice Inviting Bids was published in the Chino Champion and on PlanetBids. On April 26, 2019, seven (7) bids were accepted electronically with the following results:

The lowest bid was submitted by Rite-Way Roof Corporation, Fontana, CA, in the amount of $212,620. Staff subsequently reviewed Rite-Way Roof Corporation’s contractor’s licenses, bonds, references, and list of sub-contractors submitted for the project and determined them to be a responsive and responsible bidder.  In addition to the contract amount, staff is requesting authorization to spend up to $21,262 for project contingencies for unanticipated work bringing the potential total construction cost to $233,882.

In addition, staff is requesting that City Council authorize the City Manager to approve a purchase order to The Garland Company, Inc., Cleveland, OH, in the amount of $56,686.98 for the direct purchase of roofing materials for the project, bringing the total project cost to $290,568.98.
